Gas is the more expensive option, but I think it would be a better choice for a tankless heater since it will get warmer faster. I looked into one of these for my house and the expense of one would not have made a difference. The cost to install was too great since I had to upgrade my electric service (house built in 1950).

I would go with the electric as it's cheaper and also safer than gas. While gas heats quicker it also releases carbon monoxide which is potentially lethal. A tankless water heater is mainly used in showers etc, for running a bath (tub) it would be cheaper to have a standard water heater kept at a slighly higher temperature to compensate for the inflow of colder water. It is also cheaper to keep it on 24/ 7 to eliminate the need for reheating each time. The UK has what is known as Economy 7 which kicks in after 10pm and off at 7am, during this time electricity is charged at a cheaper rate due to less demand.
